Regulation on the preparatory department for foreign citizens

   Preparatory Department for Foreign Citizens of KhNAU named after V.V. Dokuchaiev invites young boys and girls to study at the Preparatory Department for Foreign Citizens as well as at all faculties of the University.

Students are taught in Russian and Ukrainian.

   The graduates of the department take exams in Russian (Ukrainian) and special subjects and receive a certificate of its completion. This certificate entitles you to enter the higher education institutions of Ukraine. In accordance with the desire the graduates can continue their studies at Kharkiv National Agrarian University named after V.V. Dokuchaiev at all faculties in all fields and specialties.

   Today the foreign students from the Kingdom of Morocco, Uzbekistan, Turkmenistan, Nigeria, Palestine, Azerbaijan, the Democratic Republic of the Congo, the Republic of Senegal, the Republic of Ghana, the Republic of Cameroon, the Republic of Ivory Coast, the Islamic Republic of Afghanistan, the Algerian People’s Democratic Republic, the People’s Republic of Bangladesh, the Arab Republic of Egypt, Kazakhstan, Israel, Guinea, and Comoros study at the preparatory department, at the faculties of the University and doctoral studies.

   All foreign students are provided with a student hostel. They can enjoy all the facilities for doing various sports throughout the study term.  The life of foreign students is interesting and diverse in out-of-study time. Various thematic lessons on the traditions of the peoples of Ukraine and the world are conducted at the University; the trips around the city of Kharkiv and other cities of Ukraine are organized. Foreign students are eager to participate in amateur performances, concerts and other events.


The preparatory department provides training for students in the following areas:

engineering and technical;


To be admitted to an educational institution a foreigner is to submit the following documents:

  • an application form;
  • the original and the copy of the certificate of the previous education;
  • the original and the copy of the document (an addendum to the educational certificate) which contains the information about his/her academic success;
  • a copy of the birth document;
  • a medical certificate of health state certified by the official health body of the country from which the foreigner came and issued no later than two months before leaving to study in Ukraine;
  • a copy of the passport document of the foreigner or the document certifying the stateless person;
  • a valid health insurance policy (except for the foreigners from the countries which have concluded the agreements for the provision of emergency medical care).
  • 10 photos 35 х 45 mm in size;
  • a copy of the certificate of a foreign Ukrainian (if any).

   In the application form the foreign entrants or persons authorized by them indicate the specialty and form of training or indicate the preparatory department. The documents mentioned in items 2-4 6 must be translated into Ukrainian. The translation should be certified by a notary.

   The documents must be certified in the country of issue in the form officially used in that country for such certification and legalized by the relevant foreign diplomatic agency of Ukraine unless otherwise provided by the international treaties of Ukraine.

   The foreigners entering the postgraduate courses additionally submit a précis of their chosen scientific specialty or a list of published scientific works and inventions officially certified at the place of work/study of the candidate.

   To be admitted to the doctorate the following is additionally submitted:

  • thematic plan of the thesis for the degree of Doctor of Sciences;
  • a copy of the diploma of the corresponding scientific degree.


Terms of accepting the applications and documents, competitive selection

and enrollment for training:

  • for obtaining bachelor’s and master’s (full-time and part-time) degrees the admission of applications and documents from foreign students is carried out twice a year: before and at the beginning of the academic terms (but not later than October 25 and February 22 respectively);
  • for obtaining bachelor’s and master’s (full-time and part-time) degrees the enrollment of foreign students is conducted twice a year: before and at the beginning of the academic terms (but not later than November 1 and March 1 respectively);
  • admission of foreigners to postgraduate courses and doctoral studies for full-time and part-time studies is carried out throughout the year;
  • foreign students can submit the applications and documents for training at the preparatory department throughout the year.


Organization and conducting the entry examinations

   Foreigners who come to Ukraine to study enter KNAU named after V.V. Dokuchaiev on accredited educational programs (specialties).

The University calculates the grades of the entrant on the basis of the document on the previous received education degree and determines the minimum of grades/points in general academic disciplines required for admission in which the entry examination is carried out. Examinations in academic disciplines, language of study and professional examinations are marked from 0 to 200 points. The examination is considered to be passed in case the entrant has scored not less than the minimum number of points. The minimum number of points for each subject is 100. The minimum grade in "language of study" examination is 100 points. The professional examination of all levels of higher education has a minimum number of 100 points.

   The additional professional examination is estimated as "passed" or "not passed", where "passed" is the permission to take the further entry examinations.

   Persons who did not come to the entry examination at the time specified by the schedule without valid reasons and the persons whose knowledge level is estimated lower than the minimum as well as the persons who took the documents after the final date of the documents submission are not allowed to participate in the following examinations and competitive selection.

  • Resitting entry examinations is not allowed.
  • The appeals against the results of entry examinations conducted by the higher education institution are considered by the Appeal Commission of KhNAU named after V. V. Dokuchaiev, the composition and procedure of which is approved by the order of the Rector of KhNAU named after V.V. Dokuchaiev.

Memo for those who come to study at KhAU named after V.V. Dokuchaiev.

  • When staying in Kharkiv or other cities of Ukraine:
  • do not violate valid laws, norms and rules;
  • have your passport, temporary residence permit in Ukraine (student ID);
  • pay the fare timely;
  • follow the traffic rules and the rules to use vehicles;
  • keep in touch with your friends and the Preparatory Department for foreign citizens of KhNAU named after V.V. Dokuchaiev (tel. no (0572) 99-77-77).

During excursions and trips:

  • follow the conduct rules, do not leave the group's placement;
  • regard the nature, historical and cultural monuments carefully;
  • follow the program, route and the schedule of trips and excursions;
  • comply all the requirements of the persons who accompany you.

In the student hostel

  •  do not give the hostel permit and the room keys to other persons;
  •  return to the hostel no later than 11 p.m. Your guests must leave the hostel by 10 p.m.;
  •  in order to settle your relatives in the hostel for a short stay you should write beforehand an application to the rector (director of the campus) of KhNAU named after V.V. Dokuchaiev;
  • in the hostel kitchens observe the rules to use gas stoves, do not drop rubbish, throw the wastes into  the dustbins;
  • do not use electric heating  appliances or electric cookers  in the rooms;
  • follow the fire safety rules, do not smoke in the hostel.

Preparing foreign citizens for university entry

   The preparatory department is a structural unit of the department to train foreign citizens at Kharkiv National Agrarian University named after V.V. Dokuchaiev. The preparatory department prepares foreigners who have full secondary education for admission to higher education institutions of Ukraine.


The work of the preparatory department of full-time education is scheduled:

  • accepting applications - from January annually;
  • start of training - from September 1 (if a group is completed).

   Training is conducted on a contractual basis at the expenses of individuals or legal entities and interstate agreements. The arrival of foreign citizens for study is based on invitations issued by Kharkiv National Agrarian University named after V.V. Dokuchaiev.


The program of the preparatory department includes:

  •  learning the Ukrainian (Russian) language to the extent sufficient for communication, reading and writing as well as learning the Ukrainian terminology;
  •  deep learning the basic disciplines of secondary school (mathematics, physics, chemistry, biology, drawing, computer science) in the amount sufficient for further study at higher education establishments of Ukraine.

   The students of the preparatory department are provided with classrooms, specialized classrooms, laboratories, computer classrooms, educational and methodological literature.


The procedure of issuing the invitations to study (internship) in Ukraine

   To make a decision on granting the consent to a foreigner to be admitted to study at KhNAU named after V.V. Dokuchaiev the compliance of  this foreigner with the admission requirements  is estimated on the basis of the documents submitted by him/her (translated into Ukrainian), in particular:

  •  an application form;
  •  a motivation letter (if necessary);
  •  a copy of the passport document of the foreigner or other document proving his identity;
  •  copies of the document on previous education with grades (points) obtained in the disciplines or an academic certificate;
  •  copies of the Independent Test Results Document (if any);
  •  a written consent to processing the personal data;
  •  copies of the certificate as to the completion of language training (if any).

   The expertise on foreigner's compliance with the established admission requirements  to study in the chosen area (specialty) is carried out by the admission committee of KhNAU on the issue of the invitations to study, which estimates the submitted documents and the interviews online (if possible).

   The conclusions of the admission committee on the issue of the invitations to study are formalized by the protocol, which is stored at  KhNAU named after V.V. Dokuchaiev throughout the study term of a foreigner (in case he/she is admitted for studying).

The positive conclusion of the admission committee is the basis for informing a foreigner about the consent of KhNAU named after V.V. Dokuchaiev to admit him/her for language training and / or academic training (internship) in the chosen specialty and to give him an invitation.

   The University sends the original of the invitation registered in the electronic journal to the foreigner or to his authorized person to register the foreigner's entry to Ukraine for studying.


Nostrication in Ukraine

   If you have got the education abroad and want to have your documents recognized in Ukraine either to continue your education or to be employed, then you need to undergo a nostrification procedure.

   Nostrification is a procedure for recognition of foreign education documents which is carried out through the ascertainment of the compliance in academic and professional rights as well as the educational levels of foreign education documents with the state standards of the Ukrainian  education in order to ensure the rights of the citizens who have received education abroad to continue their education and profession activities in Ukraine.

   The decision on nostrification in Ukraine is made by the Ministry of Education and Science of Ukraine. As a result of the nostrification a certificate of equivalence recognition is issued.


Nostrification procedure

   The nostrification procedure includes the following steps:

  •  preparation of documents for nostrification;
  •  submission of documents to the Ministry of Education and Science of Ukraine;
  • expert analysis;
  •  preparation of expert conclusion on recognition of the documents;
  •  issuing a certificate of the equivalence decision.

Documents for nostrification

   The following documents are required for nostrification:

  • application for the recognition procedure;
  • originals of the documents (with the apostille or those legalized according to the legislation of the country where the documents were issued);
  • translation of the education documents certified by a notary with simultaneous certifying the notarial copies.
  • copies of the documents on previous education;
  • a copy of the document certifying the identity of the document holder;
  • an archive certificate from the educational institution where the education was obtained (if possible) and its notarial copy;
  • identification code of a document holder;
  • a copy of the  invitation to study which a foreign citizen has received  from a Ukrainian university;
  • a power of attorney for the university staff certified by a notary.

   On completion and submission of a package of the documents for nostrification the Ministry may decide to recognize fully or partially the equivalence of the documents or to refuse to recognize the equivalence of the education documents.


Legalization of the documents through the apostille affixation

   The apostille is a special stamp that is affixed to an official document issued in another country which proves its authenticity. After the “Apostille” stamp is affixed the document is considered legally valid in another country.


The apostille is affixed by the following official institutions:

  • Ministry of Justice of Ukraine (Ministry of Justice);
  • Ministry of Foreign Affairs of Ukraine (MFA);
  • Ministry of Education and Science of Ukraine.

   The choice of the official body to affix the apostille depends on a kind of the document you submit.

   For example, a certificate of residence, a criminal record certificate, medical certificates and others are legalized at the Ministry of Foreign Affairs of Ukraine. The documents issued by the department of state registration of civil status, notarial documents, etc. should be apostilled by the Ministry of Justice of Ukraine. The education documents must be legalized by affixing the “Apostille” stamp only at the Ministry of Education and Science of Ukraine.


What documents are required for the apostille?

The apostille can be affixed only to the documents issued by the official institutions:

1) private documents:

  • diplomas, archive certificates, programs of training, certificates of education;
  •  certificates (about criminal record, place of residence, health status);
  • documents issued by the state registration department of civil status acts (marriage certificate, birth certificate, divorce certificate, etc.);
  • documents drawn up by a notary (application, power of attorney, letter of attorney and others);

2) legal documents (registration certificates, power of attorney, statutes, etc.).

The apostille cannot be affixed to the passport originals, job registers, military certificates, weapons permits, car passports, identity cards and other documents. You can affix the apostille to the notarially certified copies of these documents. It is also impossible to legalize the documents relating to the commercial, financial or customs activities.


Which countries need the apostille?

 Since december 22, 2003 the Hague Convention has been in force in Ukraine which has abolished the requirement of consular legalization of foreign documents, which had been valid since 1961. This regulation has simplified the apostille procedure.

Thus, if the apostille is affixed to a document only its notarial translation should be made.


Double apostille

There are cases when the legalization of a document for certain countries requires the double apostille. This means that the first apostille is affixed to the original or a notarially certified copy of the document and then notarially certified translation is done.

The countries requiring the double apostille: Austria, Belgium, France, the United Kingdom, Portugal, Switzerland, Netherlands and Italy.

The apostille of the documents with further consular legalization of the translation

There are some states which have two possible ways of legalization:

  •  apostille  to a document + a notarial translation + another apostille;
  •  apostille to a document +  accredited translation with a consular seal.

These countries are Italy, Spain and France.


Apostille terms

The apostille term depends on the document to which the apostille is to be affixed and the urgency of apostilling.

  • The Ministry of Justice of Ukraine - from 1 to 5 working days.
  • The Ministry of Foreign Affairs of Ukraine - from 2 to 5 working days; up to 20 working days if it is required to obtain some additional information from the issuing institution upon request.
  •  The Ministry of Education and Science of Ukraine - from 1 to 40 working days, depending on a kind of a document  and submission urgency.
